Modernising WA’s largest correctional facility with secure, staged infrastructure delivery

To meet Western Australia’s projected prisoner population growth and enhance support services for vulnerable inmates, the Department of Justice undertook a major staged expansion of Casuarina Prison.

Lucid was engaged across both Tranche 1 and 2 of the $200 million development, delivering full building services design, including mechanical, electrical, hydraulic and fire, for new accommodation, specialist care units and significant refurbishments to existing infrastructure.

The challenge

Delivering high-security infrastructure within a live operational prison demanded a staged, low-disruption approach — with services designs tailored to fit within existing site constraints and infrastructure capacity.

The project’s scale included major infrastructure upgrades, new-build secure units, and complex refurbishments, all of which had to be coordinated with high levels of security, limited access, and strict staging to maintain prison operations throughout construction.

Our Approach

Lucid led a comprehensive forward works investigation to assess existing site infrastructure, identifying opportunities and limitations to guide planning and ensure system capacity for the expanded footprint.

Across both tranches, we worked closely with project stakeholders to develop staged service designs that aligned with prison security, operational continuity, and the unique environmental and functional needs of each facility.

Solutions delivered

Tranche 1:

  • 344-bed expansion including two new accommodation units
  • New high-security 40-bed unit and industries building
  • Refurbishments of laundry, bakery, staff amenities and office space
  • Major infrastructure upgrades and site-wide services tie-ins

Tranche 2:

  • New Mental Health Unit and Assisted Care Living Unit
  • New gatehouse and key room
  • Refurbished visitor processing, laundry, reception and staff areas
  • New underground diesel fuel line servicing all site generators

Services scope included:

  • Full Mechanical, Electrical, High Voltage, Hydraulic and Fire Protection design
  • Forward works investigation and infrastructure staging
  • Temporary services strategies and redundancy planning
  • Design for operational safety and security compliance
