To strengthen its disaster recovery capability, the Northern Territory Government engaged Lucid as the lead consultant for the design and delivery of a new Tier III-aligned data centre. The facility is a critical enabler of business continuity across the Government’s ICT portfolio, and required high-performance infrastructure resilient to NT’s unique climate and operational demands.

Lucid managed the full multidisciplinary team — including architecture, civil, structural, cost planning, and statutory approvals — while directly delivering mechanical, electrical, fire, hydraulic, and asset-focused engineering design.

The challenge

The project demanded more than just technical compliance — it needed to meet TIA Tier III standards while also futureproofing for growth, minimising environmental risk, and enabling uninterrupted government services.

This meant ensuring the facility could remain live during upgrades, withstand extreme weather events like cyclones, and scale without compromising operations — all within tight regulatory and spatial constraints.

Our Approach

Lucid brought a holistic approach, combining rigorous Tier III compliance with flexible design thinking to support staged delivery, predictive maintenance, and long-term asset performance.

We worked closely with government stakeholders, statutory authorities and utilities to coordinate approvals and align engineering decisions with long-term asset management outcomes.

The facility was carefully planned to enable expansion without disruption — with every detail, from sealed penetrations to lift-off roof panels, designed for a dust-free, live environment.

Solutions delivered

Lucid’s design integrated high-redundancy infrastructure with pragmatic, scalable systems, including:

  • TIA Tier III design delivering concurrently maintainable infrastructure with no planned shutdowns
  • N+1 redundancy for all critical systems (power, cooling, fire)
  • Comprehensive environmental resilience, including cyclone protection on all new systems
  • Coordination with PowerWater, NTFRS, Development Assessment Services and other authorities
  • Live environment design enabling staged occupancy and seamless future expansion
  • Precinct-cooled chilled water system and DX backup CRAC units
  • Aspirated smoke detection and gaseous fire suppression
  • Integrated energy monitoring and environmental controls
  • Temporary construction walls and lift-off roof panels to manage expansion without service disruption
