The City of Prospect set out to create a civic space that reflects the growing needs of its vibrant inner-urban community. The Community Hub, Library and Innovation Centre (CLIC) project combined the restoration of a 500 m² heritage town hall with the construction of a new 3,000 m² multi-purpose facility at 128 Prospect Road.

Delivered under a Managing Contractor model, the project brought together a new library, council offices, a flexible civic space, commercial tenancy, and integrated car parking — all within a highly constrained site. Lucid was engaged to deliver end-to-end building services, supporting a facility designed to be inclusive, future-ready, and technically advanced.

The challenge

CLIC needed to be more than a library or civic centre — it had to become a shared space that enabled connection, inclusion, and digital engagement. This meant blending contemporary design with a heritage structure, accommodating a wide range of uses, and delivering on both sustainability and flexibility — all while maintaining cost control and constructability.

Site constraints and the complexity of integrating new services into the existing town hall created additional design and delivery challenges.

Our Approach

Lucid’s design approach was built on collaboration — working closely with the project team to integrate diverse technical, heritage, and functional requirements. We brought a whole-of-building view to services design, balancing performance with long-term sustainability, and aligning systems to the intended user experience.

Our services were delivered to suit the Managing Contractor process, with strong engagement during value engineering, contractor interface, and design finalisation.
