Queen Elizabeth II Hospital Expansion

Case Study - Health - QEII Capital Expansion

Enabling better care through smarter, future-ready infrastructure

Client: Health Infrastructure Queensland (HIQ)

Location: Brisbane, QLD / Turrbal and Yuggera Country

The challenge

Brisbane’s Queen Elizabeth II Jubilee Hospital (QEII) plays a vital role in the state’s Metro South region — but ageing infrastructure and growing population pressure has pushed the hospital beyond its capacity.

To address this, the Queensland Government launched a $621 million expansion as part of its $10 billion hospital investment program. The brief: increase clinical capacity, reduce wait times, and future-proof critical infrastructure — all while maintaining hospital operations during delivery.

Our Approach

Lucid was engaged by the managing contractor, Built, to lead building services engineering for Stage 1 — the largest healthcare project we’ve delivered to 100% Design Documentation.

We collaborated closely with Built, GHDD, BGE, E-Lab to create resilient, integrated services that would support both immediate clinical needs and future operational demands, whilst addressing existing infrastructure shortfalls. Our approach prioritised staged infrastructure upgrades to ensure seamless operation throughout construction, as well as robust, energy-efficient systems to reduce long-term operating cost.

Solutions delivered

Lucid provided multi-disciplinary engineering design across:

  • New Clinical Services Building (CSB)
    • 112 inpatient beds
    • 8 operating theatres
    • Intensive Care Unit (ICU), CSSD, Day of Surgery Admissions (DOSA), recovery and consultation suites
  • Multideck Car Park (MDCP)
    • 1,379 car spaces
    • Integrated traffic and logistics strategy
  • At Grade Car Park
    • New at grade carpark to provide the site with immediate parking capacity.
    • Increase carparking capacity to enable the construction of the CSB and MDCP.
  • Refurbishment Works
    • Existing kitchen, pharmacy and pathology upgrades
  • Critical Infrastructure Upgrades
    • Transition from low to high-voltage Energex supply
    • New bulk oxygen storage
    • Combined fire hydrant and sprinkler system
    • Site-wide ICT masterplan and staged infrastructure strategy
    • Maintained hospital operations during upgrades
  • Stage 2 Role
    • Advisory and Peer review of final documentation in partnership with Built

Outcomes

  • Major uplift in hospital capacity to meet regional care needs
  • Reduced surgery wait times — both elective and emergency
  • Reliable, scalable services infrastructure for long-term use
  • Seamless integration with existing facilities and operations
  • Contribution to Queensland’s statewide health infrastructure goals

Better World Impact

This project isn’t just about more beds — it’s about better access, faster care, and improved outcomes for communities across South East Queensland.

By delivering the state’s largest Lucid-designed healthcare project to 100% documentation, we’ve helped create the foundations for better clinical care and sustainable growth. And for our team, this project has offered an opportunity to stretch, learn, and lead — aligning our purpose with tangible community impact.
