Modernising Defence training infrastructure for the next generation

The challenge

The Riverina Redevelopment Program (RRP) is one of Defence’s largest infrastructure investments. It is a multi-billion-dollar initiative to upgrade and expand Defence training and operational facilities across the Riverina region in New South Wales and Victoria.

The project spans three Defence bases, Albury Wodonga Military Area, RAAF Base Wagga (Yalbiligi Ngurang), and Kapooka (Gabuga) Military Area. The program aims to future-proof Australia’s Defence training capability for the next 30 years.

With a broad and complex scope, RRP required integrated design services that could balance modernisation goals with budget constraints, legacy infrastructure, and diverse stakeholder needs.

Our Approach

Lucid was engaged by the Riverina Redevelopment Joint Venture (RRJV), led by CPB Contractors and Downer, as part of a Managing Contractor model. We took a collaborative and adaptive approach to define and deliver the building services scope for the RAAF Base Wagga and Kapooka sites.

Leveraging extensive experience in Defence environments, our team prioritised cost-efficiency, and long-term performance. We appointed a Design Manager across each site to streamline communication between the Lucid technical engineering teams and the external consultant design team.

Solutions delivered

Lucid delivered comprehensive building services design across new and refurbished facilities, including:

  • New Facilities
    • Living-in accommodation, messing, and physical training facilities to support workforce growth.
    • Purpose-built training facilities to support modern Defence learning environments
    • Chaplaincy and wellbeing centres to support holistic Defence care models
    • Multi-function welfare centres including the Kapooka Heritage Trail precinct
  • Refurbishment and Upgrades
    • Detailed services design for building refurbishments across multiple precincts
    • Remedial works to extend life and improve performance of existing assets
  • Infrastructure and Site Services
    • Significant site wide high voltage electrical, water and sewer upgrades.
    • Electrical infrastructure upgrades to support electrification of the Defence Estate.
    • Integration with Defence ICT, communications, and energy monitoring systems.

Lucid’s role focused on Electrical, Mechanical, Hydraulic, and Fire services, applying Defence-specific expertise to deliver robust, efficient, and maintainable systems.
