Upgrading digital foundations to enable modern digital healthcare delivery

The challenge

To support the rollout of Queensland Health’s Integrated Electronic Medical Record (ieMR) system, critical ICT infrastructure across multiple hospital campuses in Toowoomba required upgrading.

The scope was broad — spanning multiple sites and systems — with limited existing documentation. To succeed, Lucid needed to work closely with eHITS and hospital stakeholders to define requirements, manage decanting and staging, and deliver a clear pathway to a future-ready digital health environment.

Our Approach

Lucid led the infrastructure uplift from planning through to detailed design and delivery, working closely with DDHHS and eHITS stakeholders through weekly brief definition workshops and into coordination meetings.

Recognising the volume and complexity of drawing updates across both the Toowoomba CBD and Baillie Henderson campuses, we developed a streamlined drawing strategy that allowed real-world data — collected via site inspections and 3D scanning — to translate directly into up-to-date, buildable documentation.

We also led staging and decanting planning across hospital services, ensuring minimal disruption during upgrades. The need was identified for a decant ward to be constructed as modular construction to enable the roll out of works whilst maintaining patient safety.

Solutions delivered

  • Lead Consultancy services leading sub consultants such as Architectural, Civil/structures, certifier, Quantty Surveyor.
  • ICT infrastructure uplift across CBD and Baillie Henderson campuses including:
    • Construction of two new Campus Distributors buildings.
    • New communications rooms in existing buildings.
    • Upgrades to outdated 110 ICT distribution frames.
  • Point cloud scanning to create accurate floor plans where documentation was missing
  • Collaborative workshops with eHITS to align with QLD Health ICT standards
  • Mechanical, Electrical, Hydraulic and Fire services coordination
  • Decanting and staging strategies to support uninterrupted hospital operations
  • Drawing strategy that improved update accuracy and reduced design friction
